GeoDF Bridging the communication gap in online participatory planning
Forts de leurs capacités d’analyse spatiale, les PPGIS en ligne constituent des
solutions innovantes pour supporter l’aménagement participatif en ligne. Les récents travaux
réalisés dans le domaine visent principalement à accroître l’accessibilité des outils pour le
public, sans se préoccuper des besoins de discussion et de communication de ces processus.
Cet article porte précisément sur la composante communicationnelle des PPGIS dans le
contexte de l’aménagement participatif. Il propose des critères d’évaluation des forces et des
limites des applications existantes. La conception et l’implémentation du prototype GISenabled
Online Discussion Forum (GeoDF) sont ensuite présentées, et les apports de GeoDF
pour supporter le processus communicationnel en aménagement participatif sont explicités.
Online Public Participation Geographic Information System (PPGIS) is an
emerging tool for enabling online participatory planning due to its powerful spatial data
handling capabilities. Recent efforts in PPGIS concentrate mainly on making the tool
available and accessible to the general public without paying much attention to addressing
the communication and discussion needs of the spatially-related discussion environment. This
paper examines the communication needs for PPGIS applications in online participatory
planning, develops criteria for evaluating the strengths and limitations of existing
applications, describes the design and implementation of a prototype developed as part of the
research, known as “GIS-enabled Online Discussion Forum” (GeoDF), and explains how it
helps to bridge the communication gap in online participatory planning.
